German regulator sets conditions for Telekom empty conduit access

The Bundesnetzagentur has established regulatory conditions governing access to Deutsche Telekom’s empty conduits (underground ducts used for fiber deployment). The measure addresses competitive access to critical telecom infrastructure needed for broadband expansion by alternative operators.

The German Federal Network Agency (Bundesnetzagentur) has established conditions for access to Deutsche Telekom’s empty conduits (Leerrohre), according to a press release dated July 22, 2026. Empty conduits are underground ducts used for fiber optic cable deployment and represent critical infrastructure for broadband expansion.

The regulation addresses competitive access to Telekom’s existing duct infrastructure, which is essential for alternative operators to deploy their own cables without duplicating costly underground construction. This type of access regulation is standard in European telecommunications policy under the Electronic Communications Code.
